Subject: Feds finance stealing and abuse of children
In 1974 the U.S. Congress passed the Child Abuse Prevention and Treatment
Act (CAPTA) for an ostensibly righteous purpose. After all, who could be
against the prevention of child abuse and neglect? It has continued to be
funded every session, and legions of child care professionals line up to
sing its praises and ask for increased funding, arguing that increased
funding will allow them to prevent and treat more abuse and neglected
children.
Unfortunately, as with so much else that government does, the effects are
often the opposite of what was sold as its purpose. That is not to say that
it does not benefit child care professionals. It certainly does that. But it
is not benefiting children. Indeed, it is doing more harm than good, and it
is important to understand how this is happening, and why corruption was
inevitable.
The basic problem is that local agencies are paid to prevent child abuse and
neglect on a per child basis. This has created a financial incentive to not
just find abused and neglected children, but to invent them, and to redefine
"abuse and neglect" to cover all children not already in the custody of
"child protective services" (CPS). The result has been not only the
corruption of child care professionals and agencies, as amoral personnel
have moved in to take advantage of the money they can obtain, but of family
and juvenile courts as well, and the rest of the judicial system. CAPTA is
not only driving the removal of children from the custody of nonabusive and
nonneglectful parents, but driving couples to expensive divorces fueled by
mutual accusations of child abuse and neglect that often have no basis other
than the instigation of CPS "experts".
This situation has not only enriched divorce lawyers, broken families, and
stolen children, but it has created a rich feeding ground for pedophiles,
who are taking advantage of it to organize, gain legal custody of children
they can molest, and get paid for doing it. The result is a kind of
"pedophile mafia" that is seizing control of agencies and courts.
We are also seeing the widespread use of threats of child removal or the
carrying out of such threats to repress political dissidents,
whistleblowers, investigative journalists, and reformers of all kinds. CPS
is becoming a kidnapper who holds children for the ransom of getting their
parents to yield to police state policies and actions.
