Definition 1.) A network designed and operated for and to profit from any ventures that are outside of the existing laws. Such ventures will corrupt existing law, work to make existing laws non-effective that deter the intent and profitability of the organized crime network. The network will attempt to perpetuate and create new laws that are advantageous to the networks operations allowing for extortion to be applied allowing more profitability for the network. The network will use whatever force or persuasion necessary to enforce continued profitability and growth of the network. The network will use whatever tactics and personnel necessary to capture, extort, or confiscate others wealth and property to perpetuate the growth of the network. The network will use deadly force against all others if confronted in opposition to their network. The network will use its best abilities to take over other organized crime networks to consolidate more control and profitability under a larger cartel network.

To answer that question you have to look at what the network deems as accountability to itself. In the networks view, accountability is defined by meeting its goals for advancement of profitability and increased control to enhance profitability.

How the network accomplishes this is unimportant to the network as long as their objectives are accomplished as quickly and completely as possible. So accountability as far as the network is concerned is growth and further and more tangible control to increase profitability. Per moral and ethical considerations, the network does not have a concern in this arena as long as the financial and control objectives of the network are accomplished. So here accountability per moral and ethical considerations is a conflict of interest with the networks objectives and thus, no, they will not hold themselves accountable.

To answer that question, it requires identifying a force greater than the network, that has the ability to apply the force necessary to counter the network's chosen path and intent when accountability for the network's actions needs non-internal corrective measures to be exerted and enforced for accountability.

#1. A collective consciousness of an entire nation awakened "and" directed to accomplish decisive and specific accountability based on unified action. To accomplish this it would require a significant event or chain of events to create focus of a collective consciousness to effect a desired result.

Currently the network is using the WTC event to create a collective consciousness for direction, to accomplish their objectives. Objectives that have serious moral and ethical conflicts, that now in motion diminish, if not eliminates overall accountability for the network's own ethical and moral decay, and ensures the networks ability for continued profitability enhancement and complete overall control.

When looking at the current chain of events, and what is necessary to effect a collective consciousness of an entire nation contrary to the networks intent, all that is necessary is to clearly look at what we all know as "the bottom line." The network does as it wishes based on the unrestrained pool of unlimited wealth that it secures from all others within the reach of the network. A collective consciousness of an entire nation "must" focus on the most overpowering primary issue, control of that wealth, and reverting control of that wealth back into "their" hands, and not in the hands of the network.

To be distracted and to do otherwise is guaranteeing the inevitability of personal destruction of all outside of the networks needed internal operatives. The network has accomplished its objectives of control of your wealth and of you. You are not needed anymore by the network, and in fact you are a liability to the network's proven intent, and thus the majority are now marked for elimination. It is not a matter of if, it is a matter of when and how.

The CAFR1 Plan is ready to move forward. A team of heavyweights are needed to expediently get the first operative blueprint up and running in one county so that the blueprint of self sufficiency for that local government can be copied and then implemented across the land in a tidal wave of effective action. If done now, the wealth will be transferred to the collective consciousness of an entire nation, and wealth accountability will then be in a true state of effectiveness.
